When we published our "site teaser", many residents wanted to know why we thought that STAFF was now in control of the Township of Clearview.

Rather than simply speculate, we'll draw your attention to the recently published "Strategic Plan 2017-2022" and show you in "cold print" why we believe that the elected council is now effectively neutered when it comes to taxpayer interests and concerns.

A Strategic Plan is a systematic process of envisioning a desired future, and translating this vision into broadly defined goals or objectives and a sequence of steps to achieve them.

This is in direct contrast to long-term planning (which begins with the current status and lays down a path to meet estimated future needs), strategic planning begins with the desired-end and works backward to the current status.

On those grounds this "strategic plan" would appear to be what STAFF has set their sights on for the future of our community. Like almost everything else in Clearview including the new web site and the changes being proposed for downtown Stayner, the residents and taxpayers are left out of the formative aspects of the plan by this Mayor and staff.

On page 2 we have a full page picture of Mayor Vanderkruys whose "full-time" job as a Development manager for the city of Barrie confirms that he is also a civil servant like all of the STAFF shown on page 3,

Nowhere in this "strategic plan" are there any more than cursory references to the role and involvement of our ELECTED council representatives - EVERYTHING is staff or civil servant centric...
Fast forward to the start of the 2018 election and we find that one of the more qualified and concerned 14+ year members of council, Shawn Davidson (ward 4 - Stayner), has decided not to run because his role has been reduced to that of "opening bids" for projects.

With CAO Sage (he's the individual on the left laughing at you for even reading this report) making public "policy" statements regarding accessibility that council will not confirm when requested in writing, issuing letters refusing to allow Freedom of Information Requests to be submitted to the parties defined by the Municipal Freedom of Information and Privacy Act and his unqualified support of a staff report to council that twisted the words of the requester in a blatant attempt to get $200,000 of additional funding for staff to START making documents accessible, it's now clear that council is no longer in control of the Township of Clearview and has handed our future off to the civil servants!

This "takeover" from your elected councilors by staff is being accomplished through the erosion of the roles of volunteer residents and the elected council and a policy we cynically call the "ANNOYING CUSTOMER POLICY" that appears to be against our Human Rights laws as recently reviewed by the Ontario Court of Appeal and includes at least one clause already overridden by the Supreme Court.

Just look at the current budget to see just how many NEW STAFF are being added and the huge salaries and benefits they will be paid for basic recording functions such as keeping the minutes of volunteer meetings!
